For Mastercard (M/Chip contact and Kernel 2 contactless) it is the Transaction Category Code — a single character set by the terminal (for example "R" for retail) that the card can use in its risk decisions. Visa’s VIS defines the same tag on the card as the Consecutive Transaction Limit (International), part of offline velocity checking, and JCB Kernel 5 uses it for the Terminal Interchange Profile. Always decode it in the context of the active scheme.
