What it is
Tag 9F5D is kernel-specific. For Visa (Kernel 3) it is the Available Offline Spending Amount (AOSA, n 12): the remaining amount the cardholder may spend offline, computed by the card from its offline accumulator and limits, which the reader may display. For Mastercard (Kernel 2) the same tag is the Application Capabilities Information (b 3) in the FCI.
