What does APDU response 6984 mean?

Command not allowed: reference data not usable (“referenced data invalidated” in EMV and older editions of ISO/IEC 7816-4).

In an EMV transaction

• Some cards return 6984 instead of 6983 to VERIFY when the PIN is blocked; terminals treat both the same way.
• Can also mean a key or other reference data on the card has been invalidated.
