What does APDU response 6985 mean?

Command not allowed: conditions of use not satisfied.

In an EMV transaction

• To GET PROCESSING OPTIONS: the card cannot do this transaction (for example the transaction type, currency or interface is not supported). The terminal removes the application from the candidate list and goes back to application selection.
• To GENERATE AC: the command came out of sequence — for example a GENERATE AC after the card has already returned a TC or AAC, or a third GENERATE AC in the same transaction.
